The present invention relates to a method for manufacturing liquid fuel comprising a nano-liquid plasma process and the liquid fuel manufactured thereby, wherein a liquid fuel in which heavy oil and water are mixed is put in a cylindrical container; a rotor which is rotated by a motor is placed inside the container receiving the liquid fuel; a (+) electric current is applied to the outside of the receiving container; and a (-) electric current is applied to the rotor. When the rotor is rotated while applying a fixed high voltage on the two electrodes, plasma is generated in the liquid fuel, and a nano-liquid plasma process is effectively executed by discharging the current of both electrodes. Accordingly, high-level dispersion and suspension are performed in a submerged mixed fluid of heavy oil and water, wherein nano-sized bubbles containing a lot of oxygen are added to the dispersed particles or suspension liquid, or dissolved in a mixed solution. |
