The device has a textile line (2) with an overpressure and recall absorbent damper system formed of elastic segments (3) by force of progressive resistance. The absorbent damper system is mounted in series or parallel and connected to a surface buoy (1). The elastic segments are fixed at one of ends of a damping line close to an anchoring point on the ground or directly under the surface buoy. Each elastic segment is fixed to a longer segment of a damping line (4) at an end of the elastic segment. The end of the elastic segment is fixed on the damping line.
