A roll stamping seal apparatus comprises a framework with a medium feeding passage, and a stamper (23) which rolls in relative to a bill in the medium feeding passage. A movable frame is provided on the framework. The stamper (23) is arranged on the movable frame in order to moves along with it. An elastic element (3) which presses against the movable frame is provided on the machine frame, thus the stamper (23) is elastically pressed against the bill in the medium feeding passage. According to the roll stamping seal apparatus, the stamper may enter the medium feeding passage to elastically contact with the bill under the elastic force of the elastic element, ensuring that the stamper can tightly press the thinner bill against a roller all the time. Thus, the medium has high adaptability.
