The present invention relates to a multifunctional ecological river having a buoyancy-on-off differential cut-off reservoir. A fresh water river reservoir having a predetermined water level is formed in the river such that fish and aquatic plants can live undisturbed. Organic materials are absorbed by the local aquatic plants, thereby automatically purifying wastewater and preventing algae. Drainage of the fresh water river reservoir is performed from a bed, and sediment is smoothly discharged. A differential cut-off reservoir that closes or opens and is submerged due to buoyancy in a rainy season or heavy rains caused by a typhoon is opened and closed to remove river water of the fresh water river reservoir and a large reservoir space is secured, thereby sequentially buffering and reserving river water rapidly introduced from upstream and preventing flooding. That is, in the multifunctional ecological river of the present invention, a bed fluid structure is formed and the differential cut-off reservoir that opens or closes and is submerged due to buoyancy is provided.
