PROBLEM TO BE SOLVED: To provide a water-in-oil type emulsion composition giving good skin touch feeling in such as stickiness and creakiness, being excellent in active ingredient-storage stability and having high whitening effect.SOLUTION: A water-in-oil type emulsion composition has (A) a whitening agent (for example, one kind or two or more kinds selected from ascorbic acid, derivatives or salts thereof, and tranexamic acid and derivatives or salts thereof) and (B) one kind or two or more kinds of surfactants selected from polyoxyalkylene/alkyl co-modified silicones having a HLB of 2 to 7 and/or polyglycerol/alkyl co-modified silicones having a HLB 2 to 7. In addition, a water-in-oil type emulsion composition employs an oil soluble ultraviolet absorber and a water-soluble ultraviolet absorber in combination. |
