A network testing system and an operating method thereof according to an embodiment of the present invention easily synchronize a time with at least two network testing devices using a standard radio waves. In the embodiment, a network testing system including a radio wave transmitter to transmit standard radio waves including timing data; a first network testing device to synchronize a time and to generate first time information based on the timing data when receiving the standard radio waves; and a second network testing device to synchronize the time and to generate second time information based on the timing data when receiving the standard radio waves, to transmit a network test reply to network test and the second time information when a network test request and the first time information are received from the first network testing device, so that a network test is performed with the first network testing device.
