<p><P>PROBLEM TO BE SOLVED: To provide a low-resistance transparent conductive film having a high light transmission and moreover, a low electric resistance, and to provide a manufacturing method for the low-resistance transparent conductive film in which the film can be manufactured at low cost and with a superior productivity, as well as, a solar cell and an electronic apparatus that include the low-resistance transparent conductive film. <P>SOLUTION: The low-resistance transparent conductive film 1 is provided with a transparent base material 11 having flexibility; a thin metal-wire layer 14, arranged on the transparent base material 11 and made of thin metal wires formed into a network form; a transparent resin layer 15, arranged so as to cover an opening part 17 of the thin metal wire layer 14 and its circumferential edge part, and a transparent conductive film 16, arranged so as to cover the thin metal wire layer 14 and the transparent resin layer 15.
