PURPOSE: An evaluation method of high or low permeability of a fractured rock aquifer using a well head loss term from a step drawdown test is provided to identify a primary aquifer section in wells and compare the status of a high or low permeability section. CONSTITUTION: An evaluation method of high or low permeability comprises the steps of: obtaining drawdown depending on the elapsed time of a pumping rate by stages through the step drawdown test of a pumping well (S10); obtaining an optimal aquifer well head loss coefficient (B), an optimal well head loss coefficient (C), and an optimal well head loss exponent (P) from the obtained drawdown (S30); and identifying the relation between the C and P of a well head loss from the drawdown equation of a step drawdown test, dividing a linear flow section and a turbulent flow section, and estimating an adiabatic permeability flow (S40).
