Disclosed are an apparatus and a manufacturing method which minimize tension on high-strength fiber when high-strength fiber is wound by the method of forming an arrangement of a unidirectional fiber to minimize twists of the fiber which can be caused when the arrangement of the unidirectional fiber is cut. The manufacturing method includes: unwinding the high-strength fiber having a tensile elastic modulus of 11 g/denier or more and 200 g/denier or more; changing the advancing direction of the high-strength fiber using a first roll; passing the high-strength fiber of which the advancing direction has been changed through an adhesive resin solution; and forming the arrangement of the unidirectional fiber using the high-strength fiber which has been passed through the adhesive resin solution. A location of the first roll is variable.
