PROBLEM TO BE SOLVED: To generate high-entropy random data regardless of oscillator circuit performance.SOLUTION: A random number generator circuit according to an embodiment comprises; first through N-th latch circuits LA1 which latch respective outputs of first through N-th oscillator circuits OSC (N is a natural number no less than 2) using a first clock CLK1; (N+1)th through (2×N)th latch circuits LA2 which latch respective outputs of first through N-th exclusive-OR circuits XOR1 using the first clock CLK1; an N-input exclusive-OR circuit XOR2 which outputs an exclusive-OR of outputs of the (N+1)th through (2×N)th latch circuits LA2; and an M-bit shift register SR which converts serial data generated by the N-input exclusive-OR circuit XOR2 into M-bit parallel data (M is a natural number no less than 2) using a second clock CLK2.
