Provided are a traffic signal utilization device and a method. The traffic information utilization device for utilizing traffic light control information included in a broadcast signal broadcasted by a traffic control center server through a broadcast network comprises a broadcast signal translating unit which translates the broadcast signal to extract an offset time of a certain traffic light; a database (DB) updating unit which updates traffic light information of a traffic light DB based on the offset time; and an operation service providing unit which provides a predetermined operation service by using the traffic light information stored in the traffic light DB. |
