The present invention relates to an electric radiator air conditioner including a radiator part having a first radiator plate and a second radiator plate; a heating part having a heating pipe disposed inside the first radiator plate and an electric heater heating a heat transfer medium filled in the heating pipe and adapted to supply electricity to the electric heater when hot air blows for heating the heat transfer medium; a refrigerant circulating part having a refrigerant circulating pipe disposed inside the second radiator plate and a refrigerant tank storing the refrigerant circulated to the inside of the refrigerant circulating pipe and adapted to circulate the refrigerant to the refrigerant circulating pipe when cold air blows; a blower blowing the air introduced from the rear side thereof toward the front side thereof when hot air or cold air blows; a casing having the radiator part, the heating part, the refrigerant circulating part, and the blower disposed inside thereof; and a manipulation controller providing manipulation functions for driving the radiator part, the heating part, the refrigerant circulating part, and the blower and driving the blower if the temperature of the heat transfer medium reaches a first set temperature, a second set temperature, and a third set temperature when hot air blows and driving the blower until the temperature of the heat transfer medium reaches a set temperature when cold air blows.
