PROBLEM TO BE SOLVED: To reduce power consumption with an improved throughput of a user device.SOLUTION: A radio base station manages at least one cell, and at the start of radio communication between the user device and the radio base station, transmits to the user device a sub-cell addition instruction to instruct the user device to add, as a sub-cell, all of at least one sub-cell candidate that is a cell managed by the radio base station and can be a sub-cell for the user device. On receiving the sub-cell addition instruction from the radio base station, the user device adds all of the at least one sub-cell candidate indicated in the sub-cell addition instruction, as the sub-cell of the user device. Once after the user device adds all of the sub-cell candidates known by the radio base station as the sub-cell, reception quality of a sub-cell frequency band is measured in the user device, and at least one of deletion and modification of the sub-cell is performed based on the measurement result. |
