PROBLEM TO BE SOLVED: To provide a mechanism of inducing the continuation of the speech of a foreign language by utilizing the function of a portable information terminal.SOLUTION: A portable information terminal 1 with a speech function includes: a speech output part 15 for transmitting a model speech of a conversation in a foreign language to the ears of a user in the same operation mode as the execution of the speech function; a speech input part 16 for receiving the input of a shadow speech of the user imitating the model speech in the same operation mode as the execution of the speech function; a speech recording/reproducing part 102 for recording the input shadow speech and for reproducing the recorded shadow speech; and a shadow time management part 103 for measuring the shadow time required for shadowing the model speech of the user without performing the estimation of the other person for the reproduced shadow speech and for associating the measured shadow time with the model speech ID for identifying the model speech and the user ID for identifying the user so as to be cumulatively stored in the storage part 11.
