PROBLEM TO BE SOLVED: To relatively soften restriction on a threshold arrangement of a dither matrix with which given target image quality is achieved when quantization is performed by using the dither matrix in a system in which HS processing is performed.SOLUTION: Looking at each of processing units 7201 and 7202, by making width of a processing unit greater than one pixel, it is possible to increase possibility of avoiding that the number of formed dots becomes zero while maintaining the threshold arrangement of the dither matrix with which the target image quality is achieved. It is also possible to increase possibility of forming the same number of dots in each of the processing units while maintaining the threshold arrangement. As a result, since it is possible to reduce occurrence of density unevenness due to HS processing while maintaining the threshold arrangement of the dither matrix with which the target image quality is achieved, it is possible to soften restriction on the threshold arrangement by the HS processing depending on the degree of the reduction.
