Embodiments of the present invention relate to the communications field. Provided are a method, an apparatus and a system for controlling data transmission, which can ensure interaction between the Packet Data Convergence Protocol (PDCP) layer and Radio Link Control (RLC) layer of different devices, thereby ensuring data transmission requirements while improving user equipment (UE) throughput. The method comprises: a wireless communication node receiving a data packet sent by a base station, said data packet being generated by using a PDCP protocol data unit (PDU) of the base station; the wireless communication node obtaining the PDCP PDU of the data packet as an RLC service data unit (SDU); and the wireless communication node sending data generated by using the RLC SDU to a UE, wherein a user plane connection is established between the wireless communication node and the UE and a control plane connection is established between the base station and the UE. The embodiments of the present invention are used for data transmission between the base station and the UE.
