The apparatus has a rotating ring (4) floating on a pressure gas cushion that compensates weight. The rotating ring derives centrifugal force occurring during rotation of an annular mass of a compressed gas into a ring surrounding structure. The rotating ring is not directly connected to a ring tube (3), and rotates freely within the friction. The pressure gas cushion is located between an underside and a bottom of a ring tube. A gas barrier rotates a ring base along entire length. A gas block is fixedly connected to a ring tube wall, and seals against the rotating ring.
