The device comprises: a traffic ratio calculation unit, applied to calculate an average uplink traffic ratio or an average downlink traffic ratio of an access point device set in accordance with a first uplink traffic ratio or a first downlink traffic ration of each access point device in the access point device set; and an initial sub-frame configuration determination unit, applied to determine the sub-frame configuration corresponding to the average uplink ratio or the average downlink ratio of the access point device set as the initial sub-frame configuration of each access point device in the access point device set in accordance with the average uplink ratio or the average downlink ratio of the access point device set.</p> |
