The present invention provides a novel drug delivery carrier which is prepared by dispersing lecithin into an alcohol mixture including propylene glycol and can efficiently deliver active ingredients for hair loss prevention/hair growth promotion by passing through a cuticle to derma in a dermal administration method; and a composition for external preparation and cosmetics using the same. When a natural extract which is the active ingredient for hair loss prevention/hair growth promotion is tested in rats in the dermal administration method using the drug delivery carrier of the present invention, more enhanced hair loss prevention and hair growth effects can be obtained than using liposome or ethosome which is a conventional drug delivery carrier.
