PROBLEM TO BE SOLVED: To provide a method for manufacturing a composition by reacting an emulsion with gluten, having excellent shelf stability and operability in adding.SOLUTION: The method for manufacturing an emulsifier composition includes reacting an emulsifier with raw gluten and/or active gluten by mixing the emulsifier with raw gluten and/or active gluten such that the produced mixture has a water content of 60 to 80 wt%.
