The invention relates to power engineering and can be used for producing electric power. The aim of the invention is to simplify the structural design and to extend the operational capabilities of the plant. For this purpose, the inventive air-vacuum power plant comprises a draft tube, an air turbine which is mounted in an additional tube and is arranged in the lower part of draft tube outside it and an electric current generator kinematically connected to said air turbine. The draft tube and the additional tube are interconnected by means of a swivel joint in such a way that the angle therebetween can be modified. The diameter of the additional tube is less than the diameter of the draft tube. The structure can be collapsible, wherein the additional tube is joined to the draft tube with the aid of a detachable connection. The tube with the air turbine can be positioned below the ground level (underground).
