PROBLEM TO BE SOLVED: To provide an air cell capable of surely attaching an air bag and improving detection speed and detection accuracy of bottoming, and its manufacturing method. SOLUTION: A thin film part 12b is formed of a second rubber material VR2, the inner peripheral surface of an attaching hole 12a to which the opening edge part 11a of the air bag 11 is attached is formed of a first rubber material VR1, the rubber hardness of the second rubber material VR2 is 50°, and the rubber hardness of the first rubber material VR1 is 85°. Thus, the rigidity of the inner peripheral surface of the attaching hole 12a formed of the first rubber material VR1 is secured, and the air bag 11 is surely attached to the attaching hole 12a.
