According to the present invention, a colored steel sheet having an embossed film can be obtained by forming an embossment onto an upper film layer coated with either a fluoride resin paint or a polyester resin paint, and by coating a clearance layer to prevent the elastic fluorine resin paint from being restored, while minimizing a roll separating force applied when forming the embossment and still realizing beautiful appearances such as hologram patterns.
