Disclosed are an apparatus for controlling cost-effective electricity consumption and a method thereof. Provided is a power control apparatus comprising: a rate system information receiving module for receiving rate system information on electric power from an external server; a demand power estimating module for estimating demand power based on the rate system information and calculating demand estimation information; and a power distribution control module for calculating time-based demand power based on the demand estimation information and controlling distribution of the electricity consumption. According to the embodiment, the power control apparatus can reduce pure electricity consumption, overall electricity consumption fares and use of energy by receiving the rate system information such as a time based rate system and a peak rate system, calculating time based or maximum demand power according to the rate system information, controlling operation of a load device and distributing time based consumed power of the load device.
