PROBLEM TO BE SOLVED: To improve durability of an electrode material used for a fuel cell or an electrolysis cell.SOLUTION: An electrode material 10 in an aspect is constituted of an electrode catalyst 13 that carries an active catalyst 11 at a conductive carrier 12 and a porous inorganic material 14 that covers part of the electrode catalyst 13. A pore surface of the porous inorganic material 14 is modified by a basic functional group 15. An electrolyte (ionomer) 16 having proton conductivity is mainly mixed with the electrode material 10.
