The device has a power adjusting valve (4) provided with three interfaces and a valve slide block. The second interface is connected with an oil tank. The third interface is connected with a servo chamber. A valve device adjusts the valve slide block, and is provided with pressure difference valves (10, 110, 210), where pressure of a pressure interface is reduced. A valve base is located on a shell body and fixed with valve base construction bolts. The valve device is provided with a clapboard that is provided with a throttling bolt, which is rotatably located on the shell body.
