A steering shaft (14) is connected to a steering means which is steered by a driver. A steered shaft (18) is connected to a steered means for turning wheels. An intermediate shaft (16) is provided between the steering shaft (14) and the steered shaft (18). A first clutch section (20) sets the steering shaft (14) and the intermediate shaft (16) to either an engaged state or a disengaged state. A second clutch (22) sets the intermediate shaft (16) and the steered shaft (18) to either an engaged state or a disengaged state. A first motor (30) is adapted to apply torque to the intermediate shaft (16). A second motor (34) is adapted to apply torque to the steered shaft (18). An ECU (40) performs control so as to switch between the following states according to the conditions of the vehicle: a first control state in which the first clutch section (20) sets the engaged state and the second clutch section (22) sets the disengaged state; and a second control state in which the first clutch section (20) sets the disengaged state and the second clutch section (22) sets the engaged state.
