PROBLEM TO BE SOLVED: To make it more difficult to trace a behavior of a terminal device.SOLUTION: A user information storage unit 202 stores identification information for identifying a user of a terminal device and content selection information which is used to select the content provided to the user in association with each other. A unique information generation unit 201a generates unique information of which the content is unique every time the information is generated, by using the identification information. An identification information generation unit 201b generates the identification information which has been used to generate the unique information on the basis of the unique information received from the terminal device. A content selection unit 201c selects the content on the basis of the content selection information corresponding to the identification information generated by the identification information generation unit 201b. After transmitting the unique information to the terminal device, a communication unit 200 receives a content distribution request including the unique information from the terminal device and transmits the newly generated unique information and the content to the terminal device.
