The present invention relates to a non-oriented electrical steel sheet and a manufacturing method thereof. The non-oriented electrical steel sheet comprises, on a wt% basis: 0.02% or less (excluding 0%) of C; 0.002 to 0.02% of N; 4.0% or less (excluding 0%) of Si; 0.1% or less (excluding 0%) of P; 0.03% or less (excluding 0%) of S; 0.1 to 2.0% of Mn; 0.1% or less (excluding 0%) of Al; 0.1% or less (excluding 0%) of Ti; 0.2% or less (excluding 0%) of Nb; and a remaining part composed of Fe and other unavoidably added impurities, wherein the size of Ti(C,N), Nb(C,N) precipitate in the electrical steel sheet is 20 nm or less.
