PROBLEM TO BE SOLVED: To provide a radio communication system, a user terminal and a radio communication method, capable of appropriately monitoring communication quality even if a new radio resource configuration is applied.SOLUTION: The radio communication system transmits downlink control information to a user terminal from a radio base station using an extended downlink control channel that is frequency division multiplexed with a downlink shared channel, and monitors downlink quality on the basis of the reception quality of a downlink reference signal transmitted from the radio base station to the user terminal. The user terminal decides a radio link failure by comparing the reception quality of a downlink reference signal transmitted from the radio base station with one or both of a first criterion constituted by two thresholds corresponding to a predetermined block error rate of a downlink control channel and a second criterion constituted by two thresholds different from those of the first criterion. |
