PROBLEM TO BE SOLVED: To effectively track a person unauthorized for a receiver device which receives a content distribution service by simultaneous distribution.SOLUTION: An encryption server 12 comprises: an individual encrypted packet generation unit for generating encrypted packet data by converting individual encrypted data generated by an encryption employing two encryption keys to a TS, and by providing, for each TS corresponding to each encryption key, a scramble control value indicating a status of being undefined in a transport scramble control region of each TS packet, providing an adaptation field control value indicating that a TS packet has both an adaption field and a payload in an adaptation field control region, and providing each encryption key identification information in a transport private data region; and a packet synthesis unit 129 for synthesizing common encrypted packet data and encrypted packet data to generate encrypted content data. |
