The present invention relates to a polyolefin based environmentally friendly floor material for substituting PVC and a manufacturing method thereof and, more specifically, a polyolefin based environmentally friendly floor material for substituting PVC and a manufacturing method thereof capable of including volume properties and flexibility due to a foaming layer and improving productivity as continuous processing is possible due to calendar forming. The environmentally friendly floor material is formed in a structure in which a water-based ultraviolet coating layer, an upper layer, a reinforcing layer, a foaming layer, and a lower layer are laminated in order. Therefore, the present invention is environmentally friendly and has excellent properties by not discharging harmful matters in contrast with a floor material using existing PVC materials or phthalate based plasticizers.
