An adaptive non-real-time traffic control method and a terminal for the same are disclosed. The terminal comprises: a signal generating unit for generating a traffic request signal; a policy management unit for transmitting a policy request signal to a policy providing device and receiving a policy response signal corresponding to the policy request signal; a traffic transceiver unit for downloading a traffic response signal corresponding to the traffic request signal from a content providing device via a network path; a network recognition unit for recognizing a network state of the network path, based on the policy response signal; and a traffic control unit for determining whether to control the traffic based on the network state in the downloading and controlling the downloading depending on the determination result.
