A management computer stores, in memory, virtual logical volume management information indicating information for a virtual logical volume provided to a host computer by storage devices, and pool management information indicating information related to usage status of a pool. Performance information related to access to the storage devices is acquired from the host computer, a determination is made of whether or not the acquired performance related to the access satisfies a predefined first request performance, and if the first request performance is not satisfied, a virtual logical volume that is a cause of the state is identified on the basis of the virtual logical volume management information. A capacity consumption trend for the actual area included in each pool is calculated on the basis of the pool management information, and a countermeasure plan which can be implemented after a predetermined amount of time and which is for satisfying the first request performance is generated on the basis of the information for the identified virtual logical volume and the calculated capacity consumption trend and output to an output device.
