Provided is a planar heater equipped with a heat-generating layer that contains fine carbon fibers as a conductive material, in which the homogeneous heating property is improved and the temperature-rising rate of the heat-generating layer is also improved. Also provided is a coating solution for use in the formation of a heat-generating layer to be provided in the planar heater. The planar heater is characterized by being equipped with a base (1) of which at least the surface has an insulating property and a heat-generating layer (5) which is formed between a pair of electrodes (3, 3) provided on the surface of the base (1), wherein the heat-generating layer (5) contains fine carbon fibers, which are carbon fibers having an average fiber diameter of 40 to 100 nm, an R value of 0.15 or less as measured by a Raman spectroscopy method and a carbon component content of 99% or more, in an amount of 20 to 50 mass%, and also contains a polyimide resin as a matrix. |
