PROBLEM TO BE SOLVED: To achieve the selective decoding of an input audio channel circuit into an appropriate number of channels in accordance with the type of speaker constitutions at a reception terminal on the basis of a selective decoding level.SOLUTION: A multi-channel audio signal decoding system includes: a decoding level generation part for generating decoding level information to decode a bit stream including a predetermined number (N) of audio channel signals and space information including an inter-channel difference in size and inter-channel similarity information, and to output a predetermined number (L≥N) of audio channel signals; and an audio decoder for decoding the bit stream in accordance with the decoding level, and for outputting the predetermined number (L≥N) of audio channel signals.
