PROBLEM TO BE SOLVED: To provide an information processing apparatus capable of establishing a bit commitment protocol for achieving high safety and high efficiency by using a function which obtains an identical result from different values.SOLUTION: An information processing apparatus 100 has a bit commitment processing section 110 that generates a value resulting an identical result when a function F is applied in a state that the function F which can calculates an identical result with respect to plural different values and a relationship R of the values and a value for committing to an information processing apparatus 200 is previously shared with the information processing apparatus 200. The bit commitment processing section 110 performs a commit step to determine a value for committing to the information processing apparatus 200 by applying the relationship R and a disclosure step to disclose the value with which the commitment is made in the commit step. The bit commitment processing section 110 selects a value which is different in the commit step and the disclosure step corresponding to the value to commit from the value, transmit the vale from the communication section 120 to the information processing apparatus 200.
