PROBLEM TO BE SOLVED: To provide an optical device in which it is hard to cause a decrease in electric characteristics due to electric discontinuity, and which attains an improvement in transmission characteristics of a signal.SOLUTION: An optical device substrate 21 includes: an insulation substrate 25 which has a first mounting surface 25a for a semiconductor circuit element 22 and a second mounting surface 25b for an optical element 23 provided in such a positional relationship so as to intersect with the first mounting surface 25a; and wiring conductors 26 provided extending from the first mounting surface 25a to the second mounting surface 25b. The insulation substrate 25 further has a through hole 25d provided extending from the second mounting surface 25b to an end face 25c opposed to the second mounting surface 25b, and the through hole 25d is an insertion portion for an optical fiber 24 optically coupled to the optical element 23.
