Embodiments of the present invention provide a method and device for planning a new base station. The method comprises: receiving measurement reports (MR) reported by multiple users; positioning, according to the MR reported by at least one of the multiple users, a position of the at least one user, and marking the position of the at least one user by using a grid point, one grid point identifying the position of the at least one user; determining a small region S-Region corresponding to at least one grid point; and determining a construction position of a new base station according to the S-Region. The method of the present invention is applied in the scenario of establishing the new base station. The method requires a few manual labors to participate, thereby improving the efficiency of planning the new base station.
