PROBLEM TO BE SOLVED: To provide an intermediate transfer body reducing occurrence of a recess in a surface layer. SOLUTION: The intermediate transfer body includes a base material and the surface layer arranged on the base material. The surface layer includes gallium, oxygen and hydrogen, and an signal intensity ratio (I<SB>O-H</SB>/I<SB>Ga-O</SB>) of a signal I<SB>O-H</SB>of an O-H bond to a signal I<SB>Ga-O</SB>of a Ga-O bond in the infrared absorption spectrum of the surface layer is 0.1 or more and 0.5 or less.
