PROBLEM TO BE SOLVED: To efficiently transmit routing information and to increase an optical switching speed.SOLUTION: An optical level measuring section 1308 measures optical power of each of optical signals of e.g., a wavelength M transmitting data signals in WDM optical signals from WDM input lines 1312, 1314. The optical level measuring section 1308 determines routing information on the basis of the optical power. A switch control signal generation section 1310 generates a switch ON/OFF signal 1311 on the basis of the routing information. N×N optical switches 1303 transmit the WDM optical signals from the WDM input lines 1312, 1314 instructed by the switch ON/OFF signal 1311 to WDM output lines 1313, 1315 instructed by the signal 1311 just for a switch ON time instructed by the signal 1311.
