PROBLEM TO BE SOLVED: To highly accurately measure a position of a mobile station.SOLUTION: A positioning device 10 comprises a position related information transmission and reception unit 111, a direction and azimuth determination unit 112, and a positioning execution unit 115. The position related information transmission and reception unit 111 receives radio quality information between a mobile station 30 and a base station 20 and information indicating direction and azimuth of the mobile station 30. The direction and azimuth determination unit 112 determines data to be used for measuring a position of the mobile station 30 on the basis of the direction and azimuth among pieces of data in which candidate areas for the position of the mobile station 30 are set in association with the radio quality information. The positioning execution unit 115 refers to the data determined by the direction and azimuth determination unit 112, and measures the position of the mobile station 30 on the basis of the radio quality information.
