A method and an apparatus for encoding and decoding an audio/speech signal are provided to improve compressing efficiency when the audio/speech signal is encoded and audio quality by performing encoding according to a frame length adjusted by attack position of an input signal and an encoding domain determined by a frequency band to adjust time resolution and frequency resolution. An apparatus for encoding an audio/speech signal includes a frame decision unit(11), a domain conversion unit(12), a domain decision unit(13), a domain de-conversion unit(14), an encoder(15) and a multiplexer(16). The frame decision unit receives an input signal(IN) and changeably determines the length of a frame which is the processing unit of the input signal according to the attack location of the input signal. The input signal can be an analog speech signal or a PCM(Pulse Code Modulation) signal which is modulated from an audio signal. The input signal can have aperiodic attack. |
