[Problem] To provide a communication device and the like that can achieve improvement of throughput during operation of congestion avoidance in a communication session while taking into consideration the state of congestion of a network. [Solution] A communication device (1) which controls the quantity of data consecutively delivered to a network (10), wherein the communication device (1) determines a transmission rate control mode with an RTT (Round Trip Time) as a criterion, determines an upper bound value of a transmission rate in accordance with the transmission rate control mode, and performs control so as to continue consecutively delivering the data in a range that does not exceed the upper bound value of the transmission rate. |
