PROBLEM TO BE SOLVED: To provide an image forming apparatus configured to improve accuracy of detecting a state of developer in a developing unit, and a program.SOLUTION: An image forming apparatus 10 includes a developer storage part 34 which stores developer; a developing unit 24 which develops the developer supplied from the developer storage part 34 for development; detection means 38, 46 for detecting information on a state of the developer in the developing unit; operation means which operates to eliminate clogging of developer in a developer conveyance path 36 from the developer storage part 34 to the developing unit 24; and control means for controlling the detection means to detect information on the state of the developer after causing the operation means to eliminate the clogging of developer.
