PROBLEM TO BE SOLVED: To improve efficiency of a recovery operation of a package formed by a winding device.SOLUTION: A fall device 51 takes downward a package P formed by a winding device 13 provided at a top step (a fourth step from bottom). The fall device 51 comprises a package receiver 52 receiving the package P formed by the winding device 13 and a hoist system moving the package receiver 52 between a receipt position neighboring to the winding device 13 and a recovery position more downward than the receipt position. |
