PROBLEM TO BE SOLVED: To provide an oil-in-water type organosiloxane emulsion composition having excellent storage stability, which does not substantially contain an ionic surfactant and does not cause separation of emulsion composition for a long period of time.SOLUTION: Provided is an oil-in-water organosiloxane emulsion composition comprising 100 pts. wt of organosiloxane or an organosiloxane mixture represented by (A) RSiO(wherein, R's are each independently a hydrocarbon group or a hydroxyl group, and 1.8≤a≤2.2); 0.5 to 35 pts. wt of (B) organic modified organosiloxane having an organic group selected from the group consisting of an organic group containing a nitrogen atom and an organic group containing an epoxy group; 0.5 to 35 pts. mass of (C) a nonionic surfactant; 0.5 to 15 pts. wt of (D) a water soluble solvent; and (E) water, wherein a content of (F) an ionic surfactant in the composition is less than 0.1 pts. wt relative to 100 pats. wt of the component (A).
