The bit allocation method for an audio signal comprises: dividing a frequency band of an audio signal into a plurality of sub-bands, and quantifying a sub-band normalization factor of each sub-band (101); dividing the plurality of sub-bands into a plurality of groups, and acquiring the sum of intra-group sub-band normalization factors of each group, the sum of the intra-group sub-band normalization factors being the sum of the sub-band normalization factors of all the sub-bands in the group (102); performing initial inter-group bit allocation according to the sum of the intra-group sub-band normalization factors of each group, so as to determine an initial bit number of each group (103); based on the initial bit number of each group, performing second inter-group bit allocation, so as to allocate coding bits to at least one group, the sum of the bits allocated to the at least one group being coding bits of the audio signal (104); and allocating the bits of the audio signal allocated to the group into the intra-group sub-bands (105). By means of the method and the device, the allocation of a previous frame and a next frame can be guaranteed to be stable by grouping at a low/middle bit rate, thereby reducing the discontinuous influence of globality on locality.
