PROBLEM TO BE SOLVED: To extend a provision service by achieving the collection of various information or the early recovery of a defective function in a disaster correspondence infrastructural network in a disaster information system.SOLUTION: A disaster information management device for collecting disaster information via a network includes: a terminal information acquisition part for acquiring terminal information including the current position and identification information of a portable terminal; needs information generation part for generating needs information including information related to needs which can be fulfilled by the operation of an apparatus from disaster information to be received; and a request information generation part for generating request information for requesting the operation of the apparatus required for fulfilling the needs, and for transmitting the request information to the portable terminal which exists in the range of a predetermined distance from the needs generation place on the basis of the terminal information and the needs information.
