DISTRIBUTION METHOD AND IMAGE INFORMATION DATA STRUCTURE

PROBLEM TO BE SOLVED: To provide a distribution method capable of encoding at a high efficiency.SOLUTION: The encoding method in the distribution method includes: an estimation value derivation step to derive estimated values equivalent to the number of non-zero coefficients included in an encoding target block; a selection step to select a variable-length code table based on the estimated value; and a variable length encoding step to perform variable length encoding on the number of non-zero coefficients included in an encoding target block using a variable-length code table. In the estimation value derivation step, when either one of an encoded block positioned abutting to the above encoding target block and an encoded block positioned abutting to the left encoding target block is not found, an estimated value of the number of the non-zero coefficients included in the encoding target block is derived based on the number of the non-zero coefficients which are the coefficients of the value of which included in the other encoded block of the two encoded blocks is other than 0.
